The Team The vision of Global Financial & Accounting Services (GFAS) is to provide innovative and scalable global business solutions in accounting, tax, payroll, treasury, procurement and financial operations while safeguarding the reputation of the foundation and our related entities, with the highest standards of integrity and operational excellence. GFAS is a division within the Finance organization at the foundation and an important part of the operations function. Operations support and enable the five program teams to make investments and to run effectively and efficiently. As a function, Finance employs approximately 100 FTEs (Full-Time Employees). The GFAS division is significant (40+ FTE’s), and responsible for financial reporting processes, technical and advisory services, internal controls, vendor due diligence and the accounting functions at the foundation. As a new integral function of GFAS, Strategic Sourcing & Procurement (SS&P) is building up a team that partners with business to procure competitive vendors, drive negotiations and align with internal contracting requirements. SS&P is both a practice and function. As a practice, SS&P is the evaluation and selection of vendors based on qualitative and measurable success metrics, rather than the simple cost of the product or service. SS&P connects spend analysis, data-driven vendor selection with diversity in mind, and ongoing engagement with vendors to increase purchasing power to deliver value and mitigate risk. As a function, SS&P is a new business-enabling team who partners with Contract Services, Finance, Information Security, HR, Legal, Accounting and others to ensure our vendor procurement process is transparent, balances risk, and gives time back to business partners to focus on their impactful work in the foundation. Your Role Reporting to the Deputy Director of SS&P, the Procurement Operations CoE Lead (Center of Excellence) will join a team whose primary responsibilities include strategic sourcing, vendor management and managing all procurement processes across all Operational Divisions. This leader will operationalize the new Coupa procurement platform, lead the rollout of efficient procurement processes, compliance, metrics, as well as vendor diversity, vendor management and onboarding. What You'll Do Collaborate across Operation functions (i.e., Finance, HR, IT etc.), regional offices and affiliates to ensure effective procurement process(s) that aligns with Global Procurement Guidelines. Oversight of Procurement Operations: support transactions from Request intake to Purchase Order approval to ensure accuracy, quality assurance, purchasing spend approvals and timeliness to compliance of Procurement requirements. Handle customer issues as appropriate. Maintain and drive reporting metrics and report on deliverables, supervising various input/output activities (i.e., after the fact POs, number of POs created number of invoices without POs, etc.) Drive the continuous improvement of the procurement function; design controls, training, support audits, new hire training and monitor our procurement requirements. Design, implement and optimize our processes and systems to buy including ‘fast buy’ paths to ensure effective turnaround time is maintained and internal customers and vendors have excellent procurement experience. Play Center of Excellence (CoE) role to manage the fidelity of Global Procurement Guidelines, Standard Operating Procedures (SOP), controlled documents (i.e., sourcing templates, tool kits and documented processes etc.) to ensure SS&P team can collaborate effectively. Responsible to build and onboard new team member(s), including contingent staff as this function grows over time. Partners with the sourcing team on finding opportunities to optimize the source to requisition process, increase preferred vendor and diverse vendor spend, and strengthen the vendor experience through the procurement process. Love to play a Procurement evangelist role, updating the guidelines and internal operating procedures as necessary and ensuring that ongoing training of procurement processes and guidelines are delivered consistently. Your Experience Bachelor’s or other advanced degree and/or 10+ years of Procurement & Sourcing experience. Organized, experienced and effective Procurement leader known for transforming Procurement Operations, process and systems. You will have responsibility for Audit controls, Procurement policy (or equivalent) and complete oversight of procurement process from Request intake to Purchase Order approvals, and vendor management. Subject matter expert in designing and implementing efficient, best in class procurement processes and systems for Vendor Data Management, vendor risk and diversity programs. Solid understanding of systems ideally knowledge of Coupa, D&B, DocuSign, Concur, Dynamics etc. Demonstrable experience implementing ‘Fast Buy’ channels and preferred vendor programs and vendor PunchOuts, for expediting purchasing for low-risk commodities and vendors. Thrive in working in a fast paced, environment and you are analytical, and data focused, you flourish with providing concrete insights via dashboard automation and improving operational efficiency and metrics. Collaborative and enjoy working with partners like AP (ensuring timely payments and onboarding of vendors) and Contracting Services or Legal (contract management) improving the upstream and downstream P2P processes. Thorough, organized, with the ability to prioritize and complete multiple projects simultaneously. You have outstanding communication and deliver consistently through credibility, influence and persuasion. Proven track record to bring work/projects to completion by quickly learning relevant information with minimal direction. Intellectually curious about solution orientation and the ability to identify new ways of working. Understands end-to-end process management, including organizational change and internal controls. Proficient project management skills with the ability to supervise and lead the work of others, including outside vendors. Proven ability to build positive relationships and credibility with clients and key decision makers. Must be able to legally work in the country where this position is located without visa sponsorship. The typical salary range for this role is $122,570 to $227,630.
